Almost 5 years ago I did a re-fi on my house I wanted to get a lower interest rate, I didn't want any money just the lower interest rate.

The re-fi was approved and just before the deal was to be signed I got a call from Countrywide my mortgage holder. They said I could get an even lower interest rate (4.125) by going with a 5 year ARM.

I don't remember what my re-fi rate was but I'd guess about 6 percent. so I said I'll take it. My bad.

They other day I got a notice that said my ARM was going to change to 6.125 percent. I knew this was going to happen and had been thinking about getting out from under this ARM CRAP, but until I got that notice I hadn't done anything about it.

Now with all this BULLSHIT about the economy I was wondering if I could even get a mortgage. The talking heads keep saying the sky is falling, the sky is falling.

So yesterday I went to my account on Countrywide to find out the current rate. I've been with Countrywide for years and so I didn't want to spend alot of money on this re-fi. For example I didn't want to pay to have my property reassessed as I just received the notice from Kitsap County.

Well it turns out I was able to do that and while my fixed interest rate went up from 4.125 to 5.65 it's still under that 6.125 so I'll save some money. Plus there was a max that the could increase to which was 10% and I'm sure it would have gotten there in time.

Oh, I got my three scores and they were all very high, two above 820 and one above 790. Guess it pays to pay your bills on time.

All is good in my neck of the woods.

When the collapse of Lehman Brothers set off an unexpected chain reaction that some experts warned could threaten the entire economy, the Bush Administration approached Congress with a three page plan: allow the Treasury to spend $700 billion to purchase the distressed mortgages causing banks so much pain.

Many members of Congress, and the public, balked at the idea of giving Paulson unchecked fiscal powers, but, responding to stern warnings of a financial meltdown, the House created a compromise bill around Paulson's plan, 110 pages long. Despite White House pressure and bi-partisan deal-making, the bill didn't pass. The Senate, which Constitutionally cannot originate appropriations bills, responded by pasting the plan into an existing appropriations bill and adding "sweeteners" — unrelated goodies designed to coax reluctant House members into voting for the bill. The Senate passed the bill, called the "Emergency Economic Stabilization Act of 2008," and on Friday afternoon, the House followed suit, passing the bill 263 to 171, and President Bush signed it into law shortly afterwards.

Georgetown University's legal and finance scholar, Emma Coleman Jordan, joins Bill Moyers to discuss how the bailout bill looks now and what it can and can't accomplish.
