BILL MOYERS JOURNAL and the PBS series EXPOSÉ: AMERICA'S INVESTIGATIVE REPORTS offer a hard and fresh look at how earmarks really work.

The broadcast profiles SEATTLE TIMES reporters on the trail of how members of Congress have awarded federal dollars for questionable purposes to companies in local Congressional districts-often to companies whose executives, employees or PACs have made campaign contributions to their legislators. The report also focuses on how earmarks for some products were added to the defense appropriations bill even in cases in which the military didn't want them in the first place. Example: a $4.65 million patrol boat the Coast Guard hadn't even asked for and decided it couldn't use was eventually given away by the Coast Guard to a California Sheriff's office. David Heath of the SEATTLE TIMES says: "They're selling a product to the military that they're not even using."

The TIMES reporters have kept their eyes on the bi-partisan issue of earmarks, recently tracking down earmarks by candidate: "John McCain abhors them. Hillary Rodham Clinton embraces them. Barack Obama does a little of both."

Hillary Clinton issued a challenge to Barack Obama yesterday after blowing up over a pair of mailings his campaign sent to voters that she said were false and misleading.

"Shame on you, Barack Obama. It is time you ran a campaign consistent with your messages in public - that's what I expect from you," Clinton said angrily, waving the mailings that had attacked her health-care plan and trade issues.

"Meet me in Ohio, and let's have a debate about your tactics," she urged the Democratic front-runner yesterday.

Obama riled the New York senator with two mailings that said her universal-health-care plan would "force" everyone to purchase insurance regardless of whether they could afford it.

The two candidates will meet Tuesday in Cleveland in a televised debate.

Yesterday afternoon, her campaign said "Hillary has never said she would make Americans purchase health insurance they can't afford - the Obama campaign is taking her words out of context in an effort to mislead voters and the press." Meanwhile, Obama said his campaign literature is "accurate."

"The notion that somehow we're engaging in nefarious tactics, I think, is pretty hard to swallow," he said at a press conference in Columbus, Ohio.

"We have been subject to constant attack from the Clinton campaign except when we were down 20 points."
